I can't open the file, but I've heard of this before. What makes it so effective is that it's so hard to prove when votes are just electronic data in boxes controlled by people with power.
GOP have been committing election fraud for decades. They fine tuned their craft with Russia. They call out voter fraud to cover up their election fraud. Alot of times there's a voter purge + election rig. Take the 2000 election for ex. FL SOS Harris was co chair of GWB FL campaign along with his brother Jeb Bush. Votes were flipped to GWB in Volusia co FL on Diebold voting machines. Attention was focused on the butterfly ballots & the hanging chads. Harris purged 12,000 legal voters before election Gore lost by 537 votes. National Press Club has put out a chart : Rove's Empire of Election Fraud. Private Equity, owned & heavily invested in by GOP, controls the gatekeepers of our democracy.⤵️
